TERRITORIAL SCALE: CONURBATION
The territory of Reggio Emilia, characterised by a good social/economic condition, has been involved, in these last 5 years, into important and fast transformations at social and economical level. If by one side the quantitative markers give back a favourable context (new enterprises, increase of active employed population, new families, etc.), on the other side the markers of environmental, territorial and social quality suggest a not so positive trend. Even if Bologna is entrusted with the functions of Government, culture and management, the analyses on a regional scale show, in the last 20 years, the progressive evolution of territorial, social and economic/productive subjects which go beyond the local and provincial realities and which must be considered not only as a local fact, but as excellence and strength points of the whole regional system at an international level.
In a framework so dynamic, a definitive element concerns the high production of the building sector, in particular the housing one, highlighted by a fast growth and by a quality below expectations. Besides, the social/demographic phenomena and the decrease of resources to implement services and infrastructures, are generating an unbalance between the quantitative growth of the town and the social emergencies and its need for infrastructures.
